I'd say look at Judge Turpin or Sweeney Todd from ST. I wouldn't nessesarily say that they are evil, but they have qualities that make then, traditionally, evil people.

I tend to take trends from different genres to make my evil characters. Though, I like to keep it ambigusous so that no one actually can tell until its too late.
